USAID was established through an executive order issued by President John F. Kennedy with oversight delegated to the Secretary of State, and based in part on authority provided in the Foreign Assistance Act of 1961. Its original mission was to advance U.S. foreign policy by offering developing nations help with education, health care, disaster relief, and technical assistance. The Foreign Affairs Reform and Restructuring Act approved by Congress in 1998 established USAID as its own agency. The key language is “within the Executive branch of Government.” The statute also transferred certain functions of USAID to the State Department, and required USAID to handle all other pre-existing functions described in the Foreign Assistance Act. President Trump has authority to delegate and call the shots for the administration of all Executive branch agencies.

“Independent Federal agencies” include the Consumer Finance Protection Bureau (CFPB) which is Senator Elizabeth Warren’s personal jackboot militia populated by bureaucrats tasked with expediting Gestapo-like political activism. One example is the debanking phenomenon that targets politically exposed persons (PEP), or companies and industries that express a divergent political view that clashes with Marxist autocracy. The censorship-industrial complex funded with USAID tax dollars is more than willing to participate and support fascist oppression.

In fiscal 2023, USAID distributed nearly $43.8 billion in aid and the State Department disbursed $21.3 billion vs. a $74.0 billion total spent in fiscal 2022 when the proxy war in Ukraine morphed into a Full Metal Jacket film and horrific “meat grinder.” That slush fund has supported programs and activities in 177 individual countries and 29 regions, and is on track for spending $58.4 billion on international assistance programs in the 2025 fiscal year.

The largest Elephant in the room is Ukraine’s notorious reputation as the most corrupt nation in Europe where NATO has splurged billions into propping up Zelensky’s quasi democracy. Oh wait, the comedian suddenly admitted last week he doesn’t know where $100 billion has gone out of the roughly $180 billion provided by the U.S. and had unlimited hutzpah to demand a nuclear weapon arsenal the Kremlin described as “madness”.

Then there’s George Soros snatching $260M from USAID and they’re in cahoots with pressuring advertisers to boycott any media that was not left-wing. It’s reported that $472.6 million in cash was given to the Internews Network (IN) and 95% of its budget since 2008 is from government sources, it works with 4,291 media outlets a last count, produces a massive amount of content, and trains thousands of journos. IN has offices around the world with key locations in the U.S., Europe, and Asia and is led by WEF team player Jeanne Bourgault who previously worked for USAID in Moscow. The IN board is sprinkled with generous democrat donors and operates through several subsidiaries with one in the Cayman Islands. It’s all eerily reminiscent of the CIA’s Operation Mockingbird on steroids from its espionage and counter-intelligence labyrinth.
